THE USE OF CAPACITORS TODAY
For over a century the common problem of Power Factor Error has been handled by the use of Power Capacitors. In 1984 Federal Purchasing decided not to install capacitors any more into buildings owned by the United States. The reason given is that the quality of capacitors available to purchase was so poor as make further installations worthless investments.(GSA report 1985)
As of 2003 the U.S. military now acknowledges that this concept is and has been in error. Truth is that modern capacitors are superior to others made before 1980. What was and is destroying them is High Frequency Distortion.
In a search of Electrical Engineering subject matter at nearly all American Colleges, the study of Harmonic Distortion is almost entirely non existent. Only three out of 400 are even addressing the subject. Opinions on Harmonic Distortion when asked by nearly all of the rest is either that there is no answer to the problem or that none can be made.
I am here to sadly report that all such ideas are totally wrong. It is time to discuss the subject and share good solutions that are available from the three Universities that are looking into High Frequencies power problems.
Here are two approaches that have been accepted by the United States Military and the medical profession for the past twelve years. These solutions are no longer experimental. All are long term and proven.
I begin by reminding everyone that power distortion begins in multiple ways. It has been my experience that the most effective way to mitigate is to attack them in the very way they are created...together. Let’s take a look at where Harmonic Distortion comes from… etc…

Here is an example of our frustration of nonsense. In a paper and article by Michael Z.Lowenstein Phd, Yale Universtiy, considered one of the top experts today in power mitigation I quote: “Despite thousands of successful applications of blocking technology world wide, harmonics mitigation remains an elusive subject.” Apparently Dr. Lowenstein never asked the United States Military if his statement was true. Major General Jan Small, Pentagon Liaison to Homeland Security who now has his flag at Ft. Hood, Texas will tell anyone that Power Control Company Active Harmonic Filters and passive Harmonic filters do in fact mitigate harmonics, and protect power capacitors.
In conclusion, I want to say that the technology to do it is simple. Simple enough to explain to almost anyone. Further, I have no intention of advertising for anybody’s product. Let the whole conference come away and create a hundred companies that make solutions for all I care.
My work for the past seven years has been as an Engineering Consultant in the field of Power Quality to both Civilian and Military applications. I am 68 years old. A former student at UCLA and the University of Utah. I was the Chief Engineer for all broadcasting facilities at the 2002 Winter Olympics. I am an independent Engineer listed with Rocky Mountain Power as a respected analyst in Utah.
